Non-administrators have no UI path to access and edit library variable sets despite having permissions to do so #690

Users who aren't Octopus Administrators have no Configuration button in the UI to access the Library section to manipulate variable sets. Permission sets like project deployer grant access to this section. Users with the right permissions can only get to that functionality by accessing the URL directly: http://server/app#/configuration/library

Thanks for raising this, we'll have it fixed in Octopus 2.4 - there will be a new Library tab that non-admins will have varying levels of access to.
