Enable new Project Tenant Variables view by default #8849

The enhancement

Display new UI view of Project Tenant Variables for everybody by default

The Need

Enabling new UI by default will reduce amount of components to maintain and remove "unnecessary" callout from the page

Solution

Display new UI by default. Remove possibility for user to switch back to old variable pages

Enable new Tenant Variables dashboard for everybody. New dashboard provides more functionalities and use new design to maintain multiple tenant variables in the project.
