Extend support for Octothings stored in Git #9100

The enhancement

The Need

All the Octothings we currently store in Git belong to a project. In order to be able to store Octothings in Git that don't belong to a project, we need to improve our underlying support for Git entities.

Solution

More generic support for storing things in Git.
