Unable to use the re-order UI in lifecycles unless lifecycle is first saved

What happened?

A user is unable to move around the any newly added phase in a Lifecycle when trying to "re-order phases" if the Lifecycle is not saved first.

Reproduction

Lifecycles:

• Go to any Lifecycle
• Add a new phase, do not save the Lifecycle
• Attempt to "Reorder Phases"
• You are unable to move around the newly added phase

Workaround

A user can save said Lifecycle first before trying to re-order, which will allow the phases to be able to move around freely.
