Cloud connections don't show for users without VariableEditUnscoped #9126

Since cloud connections were added

I could reproduce the problem in the latest build

What happened?

If a user only has unscoped VariableEdit, they won't be able to see the cloud connections section of a step.

Reproduction

  1. Create a team with an unscoped role that has VariableEdit but not VariableEditUnscoped
  2. Add an "Azure App Service" step
  3. No cloud connections

Workaround

The variable can be configured manually in the project variable set.
