What steps will reproduce the problem?
1. normal Admins can set other admin as Banned By:
2. should only for Banmanager or Superuser becouse some admins bans user 
and set other admin as baned by 
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Ok, fixed:

1.- Normal Admins/Members can´t change "Banned By".
2.- BanManager can set other admin as "Banned By", except when "Last Modified 
By" or
"Banner" is a Fullpower User.
3.- Fullpower users always can set other admin as "Banned By"
