Maybe you can rewrite global ban plugin for eventscripts for sourcemod or 
better for standalone for alll mods, because eventscripts not working on all 
mods stable and that menu is broken in tf2, dods, hl2mp, zps and maybe in l4d! 
And lastest eventscripts not updated for l4d2! :(

Effectively what you mention would be perfectly possible, however I do not have 
enough
knowledge of C and I have not ever made a plugin/addon standalone.

Basically only use http queries to the web, which are stored in flat files in 
text and then loaded in 3 menus: patterns, durations, and list of players.

This contribution will be glad if anyone who may want to do it.

I regret not having the required time I make this request.
