figure out framework for delegating / scheduling transactions #305

To support something like https://github.com/lbryio/lbry-desktop/issues/5495

We'd need the users to opt into a feature where Odysee APIs can make transactions on behalf of users, and at scheduled times. This could even include a file to go along with a publish.
