chore: move tools dependencies to its own module #364

This is so we can keep track this tools and install it using a single command instead of installing it one by one on CI.

While at it add generated rsa key from README to .gitignore and last, update readme to inform devs to run make prepare_test first before running the tests as shown on github actions workflow.
