Prevent duplicate actions site wide #1941

We've seen a few reports of this behavior ranging from submitting tips (both cash and LBC), to purchasing content, to publishing.

Not sure exactly what the case is or how it happens, but maybe we can do some brainstorming on how to prevent during certain actions/calls.

The last user who ran into this during a credit card tip said she noticed that the video started buffering while in process of the transaction. Wonder if there was a network hiccup and the browser reran the function?

Recent feedback from a 6x multitip: I think it happened because I was spamming the send button because it wasn't saying "sending...", I was using the mobile app
