iptables-allports is the default allports banaction. also it is not used in any other default action https://github.com/Oefenweb/ansible-fail2ban/blob/ffaf40c6d2b8f8d0fee01ef7a9413f3c8d5526ef/templates/etc/fail2ban/jail.local.j2#L59
