Could you clarify this project's licensing? #662

It looks like offchainlabs/arbitrum is Apache-licensed, but this repo doesn't have any licensing information. And this commit a couple years back removes Apache licensing information.

Remove the comments about Apache licensing, and replace them with a simple copyright statement saying "All rights reserved".

What license does arb-os fall under?
