It says: "The inclusion phase uses the consensus sub-protocol, making a best effort to start the rounds of the consensus sub-protocol at 250 millisecond intervals, and never at less than a 250 millisecond interval."

Does this mean it should not run any faster than one round per 250ms? Is that right?? If so, why?

I don't think the "never less than 250 ms" requirement is necessary. I'll remove it.
