Add Pausable implementation #78

Description

Add an implementation of Pausable based on OpenZeppelin's new 5.0 release.
An implementation of Ownable is also included, otherwise anyone would be able to pause the contract. This implementation is based on a previous PR.
Add a simple counter contract that inherits from both and allows only incrementing and setting the number when the contract is not paused and allows only the owner to pause/unpause.
Uses the new sdk version, where the program is structured as a library.
