USABILITY TEST:

For Beta production release: Need to make sure our content reflects the recommendation to decouple anchor links (on page content nav) from separate page navigation

Proposal: this exploration will be an "enhancement" to Design System "on this page" component https://designsystem.webstandards.ca.gov/components/page-navigation/readme/

Now that we have Usertesting we can move forward with the usability tests. I plan on launching the test on 2/14. with 10 participants, 5 from the User testing people, and 5 from the DWSN community.
