Update mobile header #185

Updated mobile header based on the updated header.

This used the state template mobile header (typography)

@extinah this one it tough because it will require inserting something into the State Template core element that is not there (it could be similar issues that we had for GO site frankenstein approach). Could we maybe consider updating State template first? Or slightly redesign this mobile design. We need somehow to have close button first because it is appended there programmatically. And semantically it needs to be first. See below
