Rename SdsV2.1 userflags.csv to userFlags.csv to correctly reflect casing in name as per documentation. #116

Summary

Rename userflags.csv in CSV2.1 samples to be userFlags.csv. This follows as per official MS Docs documentation for SdsV2.1 wherein file names and columns are case sensitive. https://docs.microsoft.com/en-us/schooldatasync/sds-v2.1-csv-file-format
