Subsequent commits will enable React within base taskpane framework

I think we decided to move forward with this PR but to scrap the Offce-Addin-Taskpane-React-JS PR. I am going to close the JS pull request and will create a new one based off the Offce-Addin-Taskpane-React repo once it is implemented
