The transition to the dummy "group" (really, it's a transition to a dummy period) is there to make sure that no matter what date you are looking at, there is always a defined transition to a known state. Without that transition, you could potentially have a time without any known timezone offset. Wouldn't it be better to ensure that the dummy period is defined as well?
