Resolves #26. Resolves #55.

This PR also:

• refactors all components depending on window emitting 'resize' or media queries to instead use a ResizeObserver-based hook so that components with complex layouts still function correctly regardless of the context they’re rendered in.

This PR may not include:

• Fully specified ontology for Sidebar or Topbar (an issue will be created for follow-up).
