Implementation of Azure search service which will be used by Messaging extension for querying the searches related to SME tickets

Addition of Azure search nuget package
Creation of index, indexer and data source by the code if they don't exist in Azure search service
Addition of logic to provide appropriate search results based on the tab clicked in Messaging extension (Messaging extension code will be part of separate PR)
