Support filters for Charts #110

In a new design, filters are a list of actions contained in a menu that is adjacent the overflow menu in a Dashboard Widget.

One filter can be active at a time. The developer changes the content of the Dashboard Widget when receiving an action payload fired when the user activates a non-active menu item.
