There are many design specs for these tokens, though not all are complete. This PR is more about creating the platform for maintaining design tokens than it is about the specific tokens, especially since the code introduced here will become obsolete as soon as Fluent UI ships with Shell 2.0 styles.
This PR also addresses #4: the design of the Table HVC's column headers.
