We are experiencing the same issue for the Outlook Add-ins on the following platforms: "Web" and "New Outlook" on Windows.
The Add-ins keep working on "Mac" and "Windows Classic" platforms.
In some cases the Add-ins eventually appear in the popup, however, they are not functional.
We also noticed that this issue appears on some particular mailboxes, such as our Mailboxes created via the Microsoft Developer Program, while other Mailboxes can populate the Add-ins (Apps) correctly.
We have several reports from customers that our Outlook signature addin is not loading since today. However the same customers told us the addin finally loaded, about 5 hours later. But we don't know if more customers will be affected.
The addin doesn't show in the Outlook ribbon, nor in the "Apps" menu in the ribbon. No signature is inserted by our addin.

when we are launching the excel, the addin is not getting loaded and when we are trying to load the addin we are getting this screen. ![Uploading addinError.JPG…]()
But if we are using CloudPc we are not encountering the issue
