Remove trailing hyphen
Ensure that group/folder name doesn't include number in auto-substitution
Create "gold" list that ensures that no snippets are ever deleted and no ids get changed without explicit gesture.

Did a portion of the work in https://github.com/OfficeDev/office-js-snippets/pull/94. But still lacking the last part:
