Support to add condition for actions #11985

Is your feature request related to a problem? Please describe. When running actions, specifically script it might come handy to add condition based on some variable values in .env file to skip/run action.

Describe the solution you'd like Add optional parameter in action to run/skip based on condition.

Describe alternatives you've considered

Commenting out action temporarily
Add variable checks inside script but that would make it unnecessary to pass down variables.
