feat: turn on GitHub Copilot extension feature flag

• Enable the feature flag to view GitHub Copilot extension for Teams in TTK
• Tried to make the PR small for hotfix. So just include the change of feature flag value and adjust the welcome view so that the view is incorrect even when TTK is activating. Task 30282730: Turn on feature flag and view adjust
