Apprently admins are using the "Delete" verb when characters keep moving around when they don't obey admin commands. That can work for RDMers, but sometimes it's preferable that a person just remains still while he's being questioned.
Practically, using Delete to stop someone from doing something is the same as shooting them first, and then asking questions. The freeze function should at least work as a way to restrain people efficiently without the need to kill them.
