Adding a bunch of stuff #61

Since we apparently are in a hurry, I'll be making this PR. This should add:

Vault door harder to break, repairable and needs vault ID.
Ability to lock where you're looking (On mobs, not mechs)
Walls being harder to break (At least metallic and concrete walls).
Biased latejoin spawns
Tiny newspaper fix
And being able to adminily freeze mobs
