Fire arrows should be a crafted recipe, with two recipes:
1 arrow, 1 cloth, 1 alcohol
and
1 arrow, 1 torch
They should be lit (with anything that can lit up) before firing, and there's a time limit before they burn out.
To make an arrow that deals a lot less damage on hit, but it causes a fire act, or a fire tile, in whichever turf it lands after it hits.
And then, regular arrows should be able to be dipped on a reagent container that allows it (Don't know the check, but probably anything that accepts pills being put into them) to add 5 units of the reagent to the arrow tip, which are applied on living mobs when the arrow hits them.
