Addition of the letter Å #39

It would be nice for the small minority of swedish speaking users to have the letter "Å" added to the game, a small QoL update for an even smaller userbase.

To quote Ceyx "There is no other codec needed. NC uses Latin1 which includes Å. I just have to remove the magikk." from the NST Discord.

Should be done with the latest PTS Update, will be shipped to Titan soon - Please test, though :)
