This is more for GDPR/CCPA compliance than a user-facing feature.

Note: nulling out, or replacing user info with [deleted user] is sufficient. I think we'd also have to be able to hard delete their works, but I'm less certain here--GDPR at least tends to be more concerned with personal information, and I'm not really sure where creative works fall there.

It's copyright/licensing of works I'd be more concerned about personally. Blanket "everything must allow verbatim redistribution (e.g. choice of creative commons license)" solves but would turn away some authors. I'm unsure how other fic sites handle this (although making a copyright claim against a fanfiction site you posted to is bad form :p)
