Add option to allow modifying nobles and/or children's labor preferences #142

The one thing which I still keep Dwarf Manager around for is that it 
allows me to modify the labor preferences on nobles & children.

It would be very helpful if in Dwarf Therapist you added a checkbox (or 
multiple checkboxes for each dwarf "type" e.g. one for nobles, one for 
children) either on the General tab or a new tab to allow users to modify 
the labor preferences of those dwarves if they should so wish. Even a 
launch parameter (e.g. /cheat) would suffice if you wish to obfuscate the 
method of enabling this.

I believe this functionality was (unintentionally) available in a release 
prior to 0.4.1 & thus should be eminently possible to be re-allowed in a 
future release.

If you wish to lock it down futher, only allow modifying of hauling 
preferences on those dwarves affected by this "cheat" (dungeon master 
would need to be an exception as he or she arrives with certain labors 
active which the player should be allowed to switch off if they so wish).

This would allow those of us who wish to have our nobles & children "muck 
in" with the rest of the population to do so.

Nevermind. I just read the changelog & figured out how easy it is to modify 
this  
using the game_data.ini
