Not sure what the issues are, but the following file works (put it in 
etc/memory 
layouts/windows):

Doesnt work. Tried that and other fixes, running in admin mode but it didnt 
help.

Works for me. Did you put this in the <dfroot>\etc\memory_layouts\windows 
directory, 
then add 0x4bc3c470 = v0.31.03 to the top of game_data.ini in <dfroot>\etc?

Yep, but it turned out I had a somewhat broken download of the game which didnt
feature a proper version ._.
