Toggle Labor for All Dwarves #283

Currently, it's possible to right-click on a labor and choose "Toggle 
[category] for This Dwarf" to turn all of the associated labors on/off. There 
is not, however, an easily apparent way to quickly set/clear a specific labor 
for all dwarves in the current group (e.g. disable "Recovering Wounded" on all 
dwarves when a dwarf is in surgery in order to work around DF bug 2816, or 
enable carpentry/masonry/blacksmithing on everybody in order to hasten 
megaconstructions).

Correction: while it's possible to toggle a labor on all dwarves in a group, it 
requires that a group filter be selected - if the Group By filter is set to 
"None", there's no 'toggle all' header to click.
