Fully rusted skills show as Dabbling #289

If a dwarf's experience in a particular skill rusts all the way down to 
nothing, it will still be listed as "Dabbling" (i.e. level 0) in the grid even 
though the experience value itself is equal to zero. This can make it 
troublesome to keep track of dwarves that have no experience in moodable skills.

The skills already read in the rust values, but I don't think they're actually 
used in a calculation of current skill level.

Should be an easy fix.
