Dwarf surnames are all "Unknownunknown" #343

What steps will reproduce the problem?
1. Load DF 31.25
2. Click "Read dwarves"

Instead of seeing the full name of each dwarf, I see "Cog Unknownunknown" and 
"Urist Unknownunknown". First names are all read correctly. In-game, the 
dwarves have surnames, such as Urist Zagodethal.

I'm using DF 31.25, Therapist 6.10, and Windows 7.

I have the same issue, and I'm sure everyone else does as well... is this being 
worked on?

I'm having this same option too, I haven't tried it with any other saves than 
my default one though.

Have you tried it with any other saves?

This still happens sometimes in DF 0.34.02 with DT 0.6.12

Seems to happen mostly when starting DT before DF, and pressing "Connect To DF" 
while DF is still loading. But once it says "Urist UnknownUnknown", it won't 
load the correct names.

Closing and executing Dwarf Therapist again fixes it, so for me it's a minor 
issue.

The problem, at least on Linux, is a missing icu library (libicu18n.so I 
think). It's responsible for the unicode handling. After installing the icu 
package on Arch Linux, stuff worked. Not sure how you build the Windows 
version, but that's probably it.
