Migration Waves in reverse (1st in becomes 2nd with 1st wave.. then 3rd... etc)

What steps will reproduce the problem?
1. display by migrant wave
2. reload after migrant wave appears
3. Profit?

What is the expected output? What do you see instead?
I expect when the migrant waves come, they would be 2nd and 3rd respectively, 
but instead they become 1st and 2nd.

What version of the product are you using? On what operating system?
0.6.11 on Windows 32 XP

Please provide the "run.log" file in the "log" directory of DwarfTherapist
when this error occurred.

If this is a truly "crazy" issue, please also attach a copy of your save-
game.
