1. Enable either the Mining or Wood Cutting labor
2. Enable the Hunting labor
3. Observe that the above labors are not turned off

In-game, the Mining, Wood Cutting, and Hunting labors are all mutually 
exclusive, and attempting to enable one will always disable the other two.

In my case this seems to explain the infamous "after tweaking labors with DT 
mining/woodcutting does not work". In my case it was always hunting that was 
enabled with mining/woodcutting.
