feat: add drizzle, neon serverless db and clerk for authentication

Description

This PR:

• Adds Neon serverless db connections
• Adds drizzle orm
• implements basic auth with clerk

feature iterations will add improvements to this.

Still trying to figure out the best way to apply migrations to the neon database
