This sounds very much like what int was solving with missions. He got as far as 'disallow interact'. The idea was to have multiple of these to use for missions. e.g. one was to revoke fly for the duration of mission. Context: int was organizing races and needed a way to keep players honest and not to dig or place, also not to eat during race.
Add a option to disable a particular beacon's effects for all players except it's owner.
Could be useful for some things, for example a parkour course, allowing owner to fly through, but not other players.
Could either be implemented as a button or a text field where multiple player names could be included or excluded (like shared chests or fancy vendor).
