Single decal layer will not show any decals. #109

Decal images are not shown in the right panel when you create a new project with a single decal layer only.

Reproduction steps: • Create a new project • Create a new decal layer. Do not create any other layers. • Set the path to the images. • Open the level editor. There are no decals shown on the right panel.

I've been noticing this as well - they are in fact there but the panel needs to be resized: eGiUCAbNTL

Any idea on how to resize this correctly @AustinEast ?

(this also happens on entity layers)
