Scroll bar disappears on some sites if the cookies are blocked. #12752

For instance, on:

https://www.thespruceeats.com/native-american-fry-bread-4045432

or:

https://www.seriouseats.com/best-mortars-and-pestles

I assume that this is similar to the issue described here:

https://github.com/canonical/charmhub.io/issues/809

I either need to exclude the sites, or disable it until it gets some cookies set.
