Feat/instructor timelog view #298

This PR should do the following:

Properly check if the logged user is an instructor of a group in the latest configuration
Display all timelogs to an admin, or timelogs from groups in the latest configuration for an active instructor

If this branch shows no issues in production, we can reactivate the ability to delete timelogs.
