Move Bing Translation to Azure Translation #213

As of this post, the current Bing translation service is going to be moved to Azure by April 30th. Only the new Azure Cognitive API will be supported.

@Varriount MTW has moved to gitlab
There is already an issue created by me about updating Bing translator.
