Can't set ALT_HOLD_HOME via APM_Config.h #798

Why can't we set the ALT_HOLD_HOME parameter by the APM_Config.h is there a 
reason? Since it would be nice to set this via the APM_Config.h and not always 
read it from the eeprom.
