add CONTRIBUTING.md #64

Hi,

I took the CONTRIBUTING.md from https://github.com/Okty-io/okty/blob/master/CONTRIBUTING.md and removed the "testing" block as there is no tests on this repository, only YML linting. Is it ok for you or do you see something I should add ?

Hi @lbassin I moved the contributing.md file to a .github folder, i will also do it for the pull request template PR and on the okty repository if it is ok for you
