D3DDrv applies brightness using DirectDraw's GammaControl interfaces. I doubt this functionality still works on modern versions of Windows, but, just in case, could you try toggling directdraw support in the game ini?

D3D renderer and brigtness (F11) aswell as slider from Menu not functioning. Havent found any related issue yet - only for 469c and XOpenGL.
I do not have secondary monitor attached.
