Homematic Support for Wired Aktors #254

1. Feature Description

Support of the Homematic Wired Aktors and Systemvariables

This use other ports of the Xmlrpc interface (2000 and 2002)

I have several of the actuators in use, unfortunately, a dump is not possible 
because the ports do not support yet.

Especially the possiblility to bind against system variables will help a lot 
when you already have a Homematic system running. This makes it possible to 
keep some already established logic inside of the Homematic world while 
synchronizing some states with openHAB (Attendance, Alarm states, etc.).
This avoids the need for a "big bang" migration of all rules running on the ccu 
to openHAB.

Please open up another issue for the support of system variables, this is a 
totally different topic. The variables are probably part of the json API 
(higher level).

id has been preserved on Github. You can open your issue by calling the URL 
https://github.com/openhab/openhab/issues/<issueid>. Issues with ids less or
