Add type annotations #120

I could really do with type hints, to help me get a full understanding of some odd issues when working with events and chat.

We do have some, but they don't all seem to be correct, or don't match docstrings.

I plan to add the 'missing but straightforward' ones first, then progressively work on the more complex ones.
